Welcome to the homepage for Two Rivers Parks & Recreation Men's Basketball.
**Welcome to the 2017-2018 Two Rivers Parks and Recreation Men's Basketball League. Our mission is to provide an exceptional basketball experience where players have the opportunity to challenge and be challenged by other league participants. We expect good sportmanship and interaction among players and teams.**
**TWO RIVERS RECREATION DEPARTMENT UNOFFICIATED MEN’S LEAGUE BASKETBALL RULES **
A. REGISTRATION/ELIGIBILITY
1. Prior to the first game, each team must have a roster on file at the Recreation Dept. In addition, all team fees must be paid in full.
2. The Recreation Department reserves the right to grant permission for a team to add a player after the deadline.
3. No participants may be members of any post high school team that competes in intercollegiate basketball competition.
B. POSTPONEMENTS
1. Postponements of games due to weather conditions or other reasons will be announced over local radio stations, plus the managers or team representatives will be notified when possible. You can call the INFORMATION line for up to date information regarding any program cancellations. The number to call is: 920-320-9895
2. Postponed games will be rescheduled as soon as possible, with email and/or text notification sent to managers.
C. FORFEITS
1. Teams using ineligible players will be subject to those games being forfeited and possibly being dropped from the league for repeat offenses.
2. No grace period. If the game is a forfeit, an unofficial scrimmage game may be played until 5 minutes prior to the next scheduled game time.
D. GYM SUPERVISORS
1. Gym Supervisors/Score Keepers have the authority to stop a game that is out of hand.
2. Gym Supervisor/Score Keepers shall recommend to the Rec.Dept. suspension of any player due to misconduct.
E. PLAYER/SPECTATOR CONDUCT
1. Any unsportsmanlike tactics, unnecessary roughness, profanity, or derogatory comments by a player or manager, may result in ejection from the game and the gymnasium. A player or manager ejected from a game or excluded for misconduct will sit out the team’s next two scheduled games. The Two Rivers Recreation Department reserves the right to suspend a player or team for up to one year if incidents or actions warrant. Note: Any suspensions by the Two Rivers Recreation Department, beyond the next two scheduled games, will be decided upon by a committee made up of: the Recreation Services Supervisor, an Advisory Recreation Board member, and the gym supervisor/score keeper who oversaw the game. Incidents that may warrant additional suspension include but are not limited to: fighting, flagrant acts to cause bodily harm to another player, verbally attacking an official or player, and other unsportsmanlike actions.
2. The gym supervisors are representatives of the Recreation Department, and are not expected to tolerate abuse. The Department will support the gym supervisors in their judgment regarding ejecting players from a game.
3. Physical contact by players or spectators with a gym supervisor shall result in forfeiture by the players’ team. The player(s) shall be suspended from participating in all Two Rivers Recreation Department programs for one year.
F. MISCELLANEOUS
1. A game will consist of two 20-minute halves.
2. The clock will run continuously, except for time-outs, injuries, and a 3-minute half-time break. The clock will be stopped for any dead ball situations during the last 2 minutes of the half and of the game.
3. Each team is allowed two 1-minute time-outs per half. An additional time-out will be added for each overtime period. Since overtime is an extension of the 2nd half, leftover time-outs from regulation play may be used in the overtime period(s).
4. There will be free substitution at any time when the ball is dead.
5. No player will foul out of a game. Use discretion and sportsmanship.
6. If a game ends in a tie, there will be a 3-minute overtime period. A coin flip will determine which team has first possession. The clock will be stopped for any dead ball situations during the entire overtime period.
7. The offensive player will call any fouls that they feel have been committed. The offense will then get the ball back at the top of they key.
8. If an offensive player is fouled during a shot and the ball goes into the basket, that shot will count and the offensive player will shoot one free throw. If offensive player declines free throw, one point will be subtracted from team total.
9. Once a team has committed 8 team fouls in either half, the player who was fouled will get two free throws, with the second free throw being played as a live ball.
10. If a controversy arises as to who last touched the ball before it went out of bounds, it will go to the team that last had possession.
11. The defensive team will make all calls concerning traveling, double-dribble, over-and-back, etc.
12. Upon stoppage of play after any dead ball that occurs in the front court, the team in-bounding the ball may opt to do so at the top of the key. In this situation, a defensive player would hand or pass the ball to the offensive player at the top of the key. The ball would become live when the offensive player receives the ball. The offensive player may then dribble or pass, but cannot shoot without another offensive player touching the ball.
13. The first team listed on the schedule will wear their shirts if the other team colors are similar.
14. The first team listed will receive the ball to begin the game. After the game begins, ball possession for jump balls and the start of the second half will be determined by the possession arrow.
15. The three-point line is in effect throughout the game. No dunking is allowed.
