CSC PINOY BASKETBALL LEAGUE 2019

Rules and Regulations(Version 9.11.2019v1)

I. ELIGIBILITY
1. To be eligible to participate in this tournament, a player must have Philippine Passport / Dual Passport as Fil-foreigners those who lay claim to Philippine citizenship derived from either his mother or father at the time of his birth and accompanied original passport as proof of evidence.
2. Players who has participated from any of the previous seasons
3. No former Professional, Amateur or Collegiate Players from major leagues (PBA, DLeague, UAAP,NCAA)
4. 6'1 height limit.
5. *All NEW players will be pre-qualified by the technical committee before being allowed to officially play.

II. QUOTA/JOINING FEES
1. Team Quota is RM1400. Downpayment of 50% must be paid on or before Sep 15, 2019 plus a security deposit of RM500. Full payment must be made by Oct 5, 2019
2. Team will be ineligible to play if full payment is not made on or before the due date.
3. Penalties will be deducted from the team deposit.
4. Deposit will be refunded in full if team does not incur any penalties at the end of the season

III. TEAM COMPOSITION
1. Participating teams may submit a maximum of (17) seventeen players but only (15) can be allowed to play every game
2. Final Team Roster must be submitted by Sep 28,2019. No roster changes will be allowed after the opening day

IV. DUTIES AND RESPONSIBILITIES
1. Only the coaches of the playing team are allowed to stand and make necessary verifications/complaints during the progress of the game.
3. Team captains on each team are the only persons allowed to approach the referee and committee's table for clarification for the SCORE/No of team fouls/Referee Decision/Timer/Rules/. This can only happen during Timeout/technical timeout/half time break.

V. TEAM DISCIPLINE, PUNCTUALITY AND CONDUCT OF PLAYERS
1. A team must be present at the playing court fifteen (15) minutes before the scheduled match. In case a team will not show up after a grace period of fifteen (15) minutes, THE TEAM WILL lose THE GAME by forfeiture. Minimum of 5 players must be present
2. Players who are under the influence of liquor or any prohibited substance are not allowed to play.
3. A player shall be disqualified / send out of the game if:
a. He commits two (2) technical fouls in a game;
b. He commits two (2) unsportsmanlike fouls in a game;
c. He commits both or combination of the two type of fouls mentioned.
d. The technical committee has the power to disqualify any player that may cause detrimental values to the league.(two unsportsmanlike/flagrant/dirty foul committed within the season is equivalent to a 1 game suspension)
4. A player/coach disqualified or thrown out of the game shall be automatically suspended on his next game. Repeating this offense shall be automatically disqualified from further participation in the league. In case it’s the last game, the suspension will be imposed on the next season.
5. A team who “walked-out” on the game shall lose the game by forfeiture.
6. FIGHTING - All players/coaches involved will be automatically banned for the season. A fight can be defined as a player/coach who has thrown a punch, a kick or a fighting stance or other physical contact that is not related to basketball. Committee in charge will make the final decision based on witnesses and referees account of the situation
7. Players and coaches who leave the bench to get involved in any heated arguments or fighting in the court will be suspended (1 game)
8. Player/s caught giving an obscene sign such as dirty finger or heard saying bad words to any official/s, technical committee/s, or to an opponent, that player/s will be given a:
a. Technical foul on the first offense; b. Thrown out of the game and on the second offense will serve a 1 game suspension
9. The committee and referees decision is final.
10. A penalty of a technical foul (FT 1) for a player without wearing the proper uniform (identical).

VI. GAME STOP PROCEDURE
1. A game can be stopped due to unavoidable circumstances like power failure, bad weather condition and render the court is unplayable.
2. If the match is in progress and is stopped in the 1st or 2nd period, the game shall be reset to a new game with another playing date. The score will be back to zero and the time will be reset. NOTE: PLAYERS WHO ARE NOT AROUND/PRESENT DURING THE MATCH WILL NOT BE ALLOWED TO PLAY DURING THE RESCHEDULED GAME.
3. If the game was stopped in the 3rd, 4th or overtime period, the game will be resumed to another playing date adopting the score and the remaining time of the game when it was stopped. NOTE: PLAYERS WHO ARE NOT AROUND/PRESENT DURING THE MATCH WILL NOT BE ALLOWED TO PLAY DURING THE RESCHEDULED GAME.
4. All postponed games will be re-scheduled at the end of the round.

VII. LEAGUE PLAY
1. Game will consist of four quarters (10min each Quarter)
2. Running time except for the following a) the final 2 minutes of the 4th Quarter; b) player injury and official time out c)Personal/Team Foul d)Player shooting free throw e) extended delays e.g. ball going out of bounds
3. The latest FIBA rules and regulations shall govern this tournament.

VIII. OTHER RULES/FINES/PENALTIES
1. Team designated to be the committee for the game that does not show up will be fined a penalty of RM150 (3 Reps per tean). During the final series one rep per team is required. Penalty of RM150 for no show.
2. All Players must be fielded in before the end of the 3rd Quarter. A technical foul and a FT(1) will be awarded to the opposing team
