Barclay Soccer League Rules
2023 (updated 3/8/22)

TEAMS: Teams will consist 5-6 players for PreK-K and 6-7 players for all other ages. This does account for the goalie. The higher number is our goal, but sometimes teams are short and we will drop down. DO NOT borrow from other teams. That makes for a VERY LONG day for a kid that has to play 3, possibly 4 games.

GAME PLAY: The game will consist of four (4) quarters. We do this to help with fatigue. More breaks.
—Pre -k and Kindergarten (5) minute running quarters.
—1st and 2nd (6) minute running quarters.
—3rd & 4th grades (7) minute running quarters.
—5-6th grades will have (8) minute running quarters.
—Half time will be 5 minutes in length.
—Scheduled game time will be forfeit time. In the event of a forfeit, a practice game will be played with the available players.
—Teams will play with a running clock with the following exceptions:
a. Injury timeouts
b. Official timeouts

TIES: Ties will be broken by a shoot-out. Three players from each team will alternate shots at the goal. The team making the most goals out of the three shots will be the winner. If still tied, one player from each team (cannot be the first 3) will shoot. If still tied, repeat the same scenario, one shooter for each team at a time until tie is broken. EVERY PLAYER on the team must attempt a shot before the first shooters can shoot again. CLARIFICATION OF THIS RULE: If one team has exhausted ALL shooters and is rotating to the top of the roster again, the other team is able to reset their roster and use the first shooters again.

POSTPONEMENTS/CANCELATIONS: All postponements due to rain or bad weather will be announced by 7 AM to coaches and coaches should contact their teams immediately.

HOME TEAM: The first team listed on the schedule will be the home team and will kick off to start the game. To start the second half, teams will switch ends of the field and the visiting team will kick off

GAME BALLS: K-2nd grades will use size #3 balls. 3-4th grades will use #4 balls, and 5th-6th will use #5 balls.

APPAREL: NO steel cleats allowed. Players can wear tennis shoes or soccer, football or baseball style shoes with rubber or plastic cleats. Shin guards are required, for the safety of the players. Goalkeeper gloves are optional and are the responsibility of the player to provide.

SUBSTITUTIONS: Substitutions should only be made during a dead ball or stop in play. Players should sub at mid field. There is no limit to amount of subs.

COACHES: Coaching from the sidelines is permitted for the entire length of the field., provided that it does not interrupt play. Coaches are NOT permitted to stand or coach from the end lines or behind the goals.
GOALIE. An opposing player can NOT kick the ball while the keeper is handling it. The goalie cannot be challenged by an opposing player while handling the ball. Players may not try to block the goalkeeper's movement while he is holding the ball or do anything which hinders, interferes with, or blocks the goalkeeper who is throwing or punting the ball back into play. If the player kicks the goalie while they are handling the ball that player will need to be subbed out for the remainder of the quarter.
Clarification for this: If the goalie saves the ball (it is still in bounds) and then sets the ball down like a goal kick, that ball is live. We have had teams teach that once they make the save they set the ball down like a goal kick then back and run up and kick it. The only time that can be done is when the ball has gone over the end line and is an ACTUAL goal kick.

For the Rec Directors and Coaches

Our pre-k and K-teams will play on a 20 yds (wide) by 30 yds (long)

1st-2nd grade 3rd 30 yds (wide) by 50 yds (long)

3rd-4th, and 5th-6th will be 45 yds (wide) by 70 yds long.

Those widths and lengths may be adjusted slightly just to fit everything inside and still allow for a good amount of area for parents to watch on both sides of the fields.

But these measurements are close.

The next size field has a 16 yd (wide) 10 yd (long) penalty box with a penalty kick mark at 8 yrds.

Our biggest field has a 24 yd (wide) by a 12 yd (long) penalty box. The penalty kick mark is at 10 yds.

Once again, all these marks will be adjusted to be proportionate with the final field size, but it gives you a ballpark to work with.
